(UPI) The head of the company that manufactures a widely-used club that the U.S. Golf Association plans to ban after 1989 said Thursday that the club meets all manufacturing specifications of the Rules of Golf. In a statement released by Karsten Manufacturing president and founder Karsten Solheim said he found it hard to believe that the USGA planned to use what he called a new, non-standard measurement for the grooves on golf clubs.

'In the past, the USGA has followed nationally ac cepted engineering standards for measurement," he said. The statement made no mention of possible legal action against the USGA, something Solheim had said in the past he would consider if there was a ban against the Ping Eye-2 irons. In announcing the ban earlier this week, the USGA said studies indicated that the space between the square grooves affects the spin of the ball, giving the users of the Ping clubs an advantage over those who use clubs with the traditional V-shaped grooves. Robert Orr was vowing to fight any attempt to extradite Indiana University basketball coach Bob Knight, his counterpart in Puerto Rico was pondering that very move. Gov. Rafael Hernandez-Colon Thursday ordered the Puerto Rican justice department to investigate the possibility of seeking Knight's extradition to the island to serve a six-month jail sentence for assault.

Aide Danny Velez said the governor of Puerto Rico asked for a detailed report, including a background on the case and an interpretation of a ruling this week by the U.S. Supreme Court. The high court ruling allows federal judges to step into cases involving a governor who refuses to extradite a person. Hernandez-Colon is expected to decide next week whether to seek Knight's return to Puerto Rico. Knight was coach of the United States basketball team in the 1979 Pan American Games staged in Puerto Rico.

After leaving the island, he was tried in absten-tia and convicted of striking a police officer. No formal effort was made at the time to extradite Knight. Then-Indiana Gov.
